• You can learn archane technologies: Hyertext Markup Language (HTML) and Cascading Style Sheets (CSS)
• You can use graphical site building tools like Wordpress, Wix, Squarespace, etc. that may require ongoind subscriptions
• You can export HTML from Microsoft Word and other programs
• You can use Markdown

Github (Free but Owned by Microsoft)

• git is a free open version control tool invented by Linus Torvalds to control development of Linux
• GitHub is a website interface for using git
• GitHub Pages is available in public repositories with GitHub Free and GitHub Free for organizations, and in public and private repositories with GitHub Pro

A public repository contains files that the public can see. Of course, the public can also see the contents of a website, so being a public repository has few downsides. My site is a public repository.
